It depends what you mean by the best.

For a relaxing life without stress and much learning, go to Maui, Hawaii.

For good weather but the risk of earthquake and average education, go to California. Exceptions are UCLA, Standford and CIT because they are superb.

For the best education in the world and freeze to death winter, go to Chicago, Boston, New York or any major university in New England and Mid-West.

all big cities in california is good for 留学 and make a living. CA is really a nice place

NY is also no bad for career development, but pressure is much higher than CA and life style is a bit different - busier and not so relaxing
