Abstract
As an important system of the western countries` public expenditure management, government purchase has a quite long history in these countries. Recently, several provinces and cities of China have carried out government purchase, and have achieved certain harvest. But due to the Chinese government purchase is not legally systemized, the marching measures are not completed, and there still are some problems in practicing. Through introducing the definition of government purchase, this paper analyzes the experiences of foreign government purchase, offers suggestions to the policy of Chinese government to carry out the purchase system. There are three sections of this paper: the first section introduces the general conditions of government purchase along with analyze the reason why China should carry out government purchase, and that is the meaning and function of establishing and expanding the government purchase system; the second section introduces the advanced experiences of foreign government purchase, and has a comparison with the problems in Chinese government purchase; the third section links to China’s true situations, offering the suggestions to the policy to establish Chinese government purchase.
