亚太经合组织领导人反恐声明

1、领导人一致强烈谴责2001年9月11日在美国发生的恐怖袭击事件,对每位死难者和死难者家属、美国政府和人民深表同情和慰问。

2、领导人认为,这种屠戮生命的行径和其他一切形式的恐怖行为,不论发生在何时、何地,针对何人,由谁所为,都严重威胁着所有人民,所有信仰,以及所有国家的和平、繁荣和安全。恐怖主义对亚太经合组织倡导的自由、开放和繁荣目标,对亚太经合组织各成员信奉的价值观,也构成直接挑战。

3、领导人重申,对各成员此刻尤为重要的是加快实现《茂物宣言》所确定的贸易、投资自由化目标。

4、领导人认为,必须全面加强各层次、综合性的国际反恐合作,重申联合国应在此方面发挥主导作用。领导人特别强调联合国有关决议的重要性。

5、领导人承诺,恪守《联合国宪章》和其他国际法,防止、制止一切形式的恐怖活动,迅速、有效执行安理会第1368和1373号决议,支持一切旨在加强国际反恐机制的努力,呼吁加强合作将凶手绳之以法,呼吁尽快签署并批准包括《禁止资助恐怖主义的国际公约》在内的所有国际反恐公约。

6、领导人决心根据各自具体情况加强反恐献鳎??ǎ?

——采取适当金融措施,防止恐怖主义的资金流动,加快亚太经合组织反金融犯罪财长工作组的工作,并更多地参与相关国际机制的活动。

——各成员都应执行国际海、空运输的相关安全要求。交通部长们应积极讨论保障机场、航空器和港口安全的有效措施,力争尽早取得实际成效,确保全面落实与合作。

——通过“亚太经合组织能源安全倡议”机制,加强地区能源安全,研究本地区能源供应面临的短期问题和长远挑战的应对之策。

——加强亚太经合组织在关键领域的保护工作,诸如电信、交通、卫生和能源等。

——加强海关联系网络,加快发展一体化的电子通关网络,以便既减少对贸易流动的影响,又更有效地执法。

——合作建立人员流动电子记录系统,以加强边境安全,增加合法旅行人员的行动便利。

——加强各成员的能力建设和经济技术合作,以协助每一成员能确定和实施有效的反恐措施。

——共同努力减少袭击事件造成经济下降的影响,采取措施加大经济增长,确保贸易、投资、旅行和旅游有一个稳定的环境,以恢复本地区经济信心。

7、领导人承诺进行全面合作,加强经济与金融部门的相互沟通,确保经济与市场不受国际恐怖主义的干扰。

APEC Economic Leaders’ Statement On Counter-Terrorism

1. Leaders unequivocally condemn in the strongest terms the terrorist attacks in the United States on 11 September, 2001, and express their deepest sympathy and condolences to the victims of a large number of nationalities and their families and to the people and government of the United States of America.

2. Leaders consider the murderous deeds as well as other terrorist acts in all forms and manifestations, committed wherever, whenever and by whomsoever as a profound threat to the peace, prosperity and security of all people, of all faiths, of all nations. Terrorism is also a direct challenge to APEC’s vision of free, open and prosperous economies and to the fundamental values that APEC members hold.

3. Leaders reaffirm that it is more important than ever for every economy to forge ahead in its commitment in achieving Bogor’s goal of free, open trade and investment.

4. Leaders deem it imperative to strengthen international cooperation at all levels in combating terrorism in a comprehensive manner and affirm that U.N. should play a major role in this regard, especially taking into account the importance of all relevant U.N. resolutions.

5. Leaders commit to prevent and suppress all forms of terrorist acts in the future in accordance with the Charter of the United Nations and other international law, pledge to implement the U.N. Security Council Resolution 1368 and 1373 faithfully and immediately, strongly support all efforts to strengthen the international anti-terrorism regime, call for increased cooperation to bring perpetrators to justice, and also call for early signing and ratification of all basic universal anti-terrorist conventions including the International Convention for the Suppression of the Financing of Terrorism.

6. Leaders are determined to enhance counter-terrorism cooperation in line with specific circumstances in their respective economies, through:

_Appropriate financial measures to prevent the flow of funds to terrorists, including accelerating work on combating financial crimes through APEC Finance Ministers’ Working Group on Fighting Financial Crime and increasing involvement in related international standard-setting bodies;

_Adherence by all economies to relevant international requirements for the security of air and maritime transportation. Leaders call on transport ministers to actively take part in the discussions on enhancing airport, aircraft and port security, achieve effective outcomes as early as possible, and assure full implementation and cooperation in this regard;

_Strengthening of energy security in the region through the mechanism of the APEC Energy Security Initiative, which examines measures to respond to temporary supply disruptions and longer-term challenges facing the region’s energy supply;

_Strengthening of APEC activities in the area of critical sector protection, including telecommunications, transportation, health and energy;

_Enhancement of customs communication networks and expeditious development of a global integrated electronic customs network, which would allow customs authorities to better enforce laws while minimizing the impact on the flow of trade;

_Cooperation to develop electronic movement records systems that will enhance border security while ensuring movement of legitimate travelers is not disrupted;

_Strengthening capacity building and economic and technical cooperation to enable member economies to put into place and enforce effective counter-terrorism measures;

_Cooperation to limit the economic fallout from the attacks and move to restore economic confidence in the region through policies and measures to increase economic growth as well as ensure stable environment for trade, investment, travel and tourism.

7. Leaders also pledge to cooperate fully to ensure that international terrorism does not disrupt economies and markets, through close communication and cooperation among economic, policy and financial authorities.
