请问deputy editor和the first deputy head of the bureau分别指什么职位？deputy在这里是什么意思呢？好像不是“代理”吧？谢谢啦！

此职不是“代理”.
但是，此职往往是当第一把手不在时行使代理权.
如代总理，代部长，代理厂长等
