领导是管理活动的重要方面,他的影响力有权力影响力与非权力影响力两种。领导在组织中发挥着指挥、激励、协调、沟通等作用，因此一个领导者的修养是十分重要的。本文重点论述了领导者的修养中的理论修养、党性修养、道德修养、作风修养等四个一级指标与十五个二级指标。并根据这一领导者修养的指标体系，建立指标体系的评价因素集，权重集，然后运用模糊数学中的综合判断方法，对领导者的修养进行综合判断，并运用“最大隶属度”原则，评价出领导者修养的优劣。

The leadership is controls active the important aspect, his influence
has the authority influence and the non- authority influence two
kinds. The leadership is playing role and so on direction, drive,
coordination, communication in the organization, therefore a leader's
tutelage is extremely important. This article elaborated in leader's
tutelage theory tutelage, the party spirit tutelage, the moral
tutelage, the attitude tutelage with emphasis and so on a four level
of quota and 15 two level of quotas. And acts according to the quota
system which this leader cultivates self discipline, establishes the
quota system the appraisal factor set, the weight set, then in the
utilization fuzzy mathematics synthetic judgement method, carries on
the synthetic judgement to leader's tutelage, and using "the biggest
subordination" principle, appraises the fit and unfit quality which
the leader cultivates self discipline.

Leadership is a significant aspect of management activity, whose influence consists of authority influence and non-authority influence. A leader plays a role of commanding, stimulating, coordinating and communicating etc. Consequently, self-cultivation is of great importance for a leader. This paper focuses mainly on four primary targets including theoretical preparation，party spirit accomplishment，cultivation of ideological morality and accomplishment of style as well as fifteen secondary targets required of a leader. Furthermore, factor of evaluation set and weighing set are established on basis of the target system. Then a leader’s self-cultivation will be judged comprehensively by applying synthetic judgment in vague mathematics and evaluated according to the principle of “maximal degree of membership”.
