The characters of brain drain in SOEs are large quantity, high degree & post, and mainly middle-aged & young people. The reasons for that are diversity. If SOEs want to remain the high-quality personels, they should improve the personels' treatment, provide with broad developmental chances, consummate the evaluation systems and incentive-restraint mechanism.

Brain drain, a common phenomenon in State-Owned Enterprises of China, has become a bottleneck for their development.
国有企业的人才流失呈现数量大、学历和职称高、中青年为主的特点。造成国有企业人才流失的原因是多方面的。
Many factors are accounted for the brain drain in Chinese SOEs, characterized by significant loss of young talents with high degrees.
国有企业要真正留住人才必须要做到:提高人才待遇、为员工提供广阔的发展机会、健全考核体系、完善人才激励与约束机制。
To retain elites, SOEs ought to increase their salaries, provide them with more oppotunities, improve the motivation/control mechanism as well as the evaluation system.

Summary
Brain drain has become a major issue for the state-owned enterprises (SOEs) in China, and a significant problem that we cannot afford to ignore if these companies were to enjoy continued growth.
The brain drain in SOEs in China is characterized by the significant loss of large number of young talents with high degrees. Many factors are accounted for this phenomenon.
